Establishes that the State of Illinois must serve all children who meet the Department's income eligibility criteria and required work or school activity requirements for child care assistance.

Sets income eligibility thresholds at no less than 50% of State median income through fiscal year 2007, then at no less than 185% of federal poverty level beginning in fiscal year 2008.

Allocates $7,500,000 annually for a test program providing child care assistance to income-eligible families who are not TANF recipients and need care to participate in education and training activities.

Designates licensed and license-exempt child and day care home providers participating in the program as public employees under the Illinois Public Labor Relations Act, allowing them to engage in collective bargaining with the State.

Requires the Department to develop a plan by February 1, 2008, to revise the child care co-payment scale to ensure affordability and access to services like Preschool for All and Head Start.
