Adds a new definition of "Volunteer EMS provider" to the Illinois Vehicle Code for Emergency Medical Services volunteer ambulance providers with valid memoranda of understanding with municipalities of more than 1,000,000 population.

Creates a new exception (Section 4.5) allowing vehicles occasionally used as rescue vehicles by volunteer EMS providers to display red or white oscillating, rotating, or flashing lights when responding to emergencies, provided the operator has completed an approved emergency vehicle operation training course.

Restricts the lights authorized under Section 4.5 to activation only when responding to emergency calls for sick or injured persons.

Requires operators of rescue vehicles authorized by volunteer EMS providers to complete an emergency vehicle operation training course recognized by the Department of Public Health.
