Allows the Secretary of State to offer 5 calendar year registration periods for rental owner vehicle fleets registered under Section 3-405.3, beginning with the 2018 registration year, with distinct registration plates expiring on a 5-year cycle.

Permits the Secretary of State to prorate 5-year registration plates to the remaining time in the 5-year cycle and adopt necessary rules for implementation.

Authorizes multi-year registration plates as 5-year plates at the Secretary of State's discretion, in addition to existing 2-year plate options.

Establishes application deadline of December 1 for vehicle owners renewing 5 calendar year registrations, with applications due before commencement of the 5-year registration period.

Modifies vehicle registration provisions in the Illinois Vehicle Code to include 5 calendar year basis registration alongside existing 1, 2, 3, and fiscal year registration options for first division vehicles.
