Modifies references to specific Vehicle Code sections related to driving under the influence convictions, particularly concerning subparagraphs (C) and (F) of Section 11-501

Deletes restriction preventing issuance of restricted driving permits until one year after revocation for second or subsequent alcohol-related driving violations
