Defines "video event recorder" as a device that continuously records audio, video, and G-force levels in digital loop format within a vehicle.

Prohibits operating a motor vehicle with television receivers, video monitors, or similar displays operating in the front of the vehicle or visible to the driver, with exceptions for navigation, safety equipment, and devices with interlock systems.

Exempts video event recorders installed in contract carrier vehicles from the prohibition on video devices.

Creates "aggravated use of a video device" offense when a violation contributes to a motor vehicle accident causing great bodily harm, permanent disability, disfigurement, or death; punishable as Class A misdemeanor or Class 4 felony depending on injury severity.

Requires contract carrier vehicles equipped with video event recorders to display a notice informing passengers that conversations may be recorded, with all recorded data belonging to the vehicle's registered owner or lessee.
