Amends Section 11-501.1 of the Illinois Vehicle Code concerning driving under the influence of alcohol or drugs by making a technical change to the language regarding consent to chemical testing.

Adds new subsection (a-5) requiring medical cannabis registry card holders to submit to standardized field sobriety tests approved by the National Highway Traffic Safety Administration, but prohibits testing based solely on registry card status and requires independent cannabis-related factual basis for reasonable suspicion.

Requires law enforcement officers to document the factual basis for reasonable suspicion of cannabis impairment in sworn reports and standardized field sobriety test results, with explicit prohibition that possession of a valid medical cannabis registry card alone is insufficient basis for testing.

Modifies notice requirements for refusal or failure of cannabis-impairment testing under subsection (a-5) to include the factual basis of the officer's reasonable suspicion in the notice provided to the person.

Makes corresponding technical corrections to references to subsections (a) and (a-5) throughout the section regarding statutory summary suspensions, revocations, and disqualifications.
