Department of Commerce and Economic Opportunity shall create and maintain a website by July 1, 2017 to assist persons starting or relocating businesses to Illinois, consulting with at least one small business organization.

Website must include estimates of license and permitting fees for different businesses, state government application forms for business licensing or registration, and hyperlinks to responsible agencies' websites.

Website shall provide contact information for local government permitting agencies and a mechanism for potential business owners to request additional information about state-based business incentives they may qualify for.

All state agencies must respond to the Department with business forms and information by July 1, 2016 for inclusion on the website.

Department shall update the website at least annually before July 1, with state agencies required to report changes in application forms to the Department by June 1 each year.
