Prohibits legislators from negotiating employment with lobbying entities that actively lobby the General Assembly during their term of office.

Bars former General Assembly members from engaging in paid lobbying with members of the General Assembly for one year after leaving office, though unpaid lobbying is permitted.

Extends existing revolving door restrictions on state employees to prohibit accepting employment from entities that had state contracts worth $25,000 or more during the previous year.

Requires state agencies to adopt policies identifying positions involved in contract awards or regulatory decisions, and to notify affected employees of post-employment restrictions.

Establishes Inspector General review process with 10-day determination period for employment offers, with appeal rights to appropriate ethics commissions.
