State Board of Education shall provide technical assistance for development and implementation of School and District Improvement Plans

Schools or districts failing to implement approved Improvement Plans may lose State funds as determined by the State Board of Education

After 3 years on academic watch status, the State Board may change recognition status to nonrecognized or authorize reassignment of pupils and personnel; nonrecognized districts are automatically dissolved July 1 and realigned with other districts

State Board shall develop a system to identify and assist "priority districts" including those with schools in lowest performing 5%, secondary schools with less than 60% graduation rate, or schools receiving federal improvement grants

Priority districts must receive 5-day notice from their district to the exclusive bargaining representative and shall undergo district needs assessment covering finance, governance, instruction, climate, and community involvement to develop continuous improvement plans
