Requires public school students in grades 9-12 to study consumer education courses including financial literacy topics such as credit scoring, budgeting, banking, taxes, insurance, and homeownership.

Adds instruction on consumer debt, installment purchasing, higher education student loans, and identity-theft security to the required consumer education curriculum.

Directs the State Board of Education to devise or approve the consumer education curriculum and specify the minimum instructional time required.

Creates a Financial Literacy Fund to support school districts through grants for teacher training, financial literacy competitions, and educational activities related to financial literacy.

Allows school boards to establish local special funds to receive public and private contributions for financial literacy promotion and teacher training.
