Amends Illinois Wildlife Code to allow free wild turkey hunting permits to landowners with a life estate on at least 40 acres of Illinois land, in addition to those who own the land outright.

Extends the same life estate provision to free deer hunting permits for individuals with a life estate on at least 40 acres of Illinois land who wish to hunt only on their property.

Free permits for life estate holders are valid on all lands they own, have a life estate on, lease, or rent (for individual landowners) or on all corporation/LLC/partnership lands in the county (for equity holders).

Maintains existing permit fee structure: resident wild turkey permits not to exceed $15, resident deer permits not to exceed $25, and non-resident permits up to $125 for turkey and up to $400 for deer.

Establishes acreage calculation methods where fractional acres of 0.5 or greater round up to the next whole acre for determining permit eligibility.
