Requires all Illinois higher education institutions approved for the Monetary Award Program to submit annual 2-page supplier diversity reports to the Department of Central Management Services.

Report must include contact information for the supplier diversity program point of contact and list of local and state certifications the institution accepts for minority-owned, women-owned, or veteran-owned businesses.

Public universities must submit reports by November 15, 2016 and annually thereafter; private institutions and community colleges must submit by November 15, 2017 and annually thereafter, with optional earlier reporting for fiscal year 2016.

Public universities must report voluntary goals for fiscal year 2016 and actual spending data for minority, women, and veteran-owned businesses beginning with the 2017 report; public community colleges report goals for fiscal year 2017 and actual spending beginning with the 2018 report.

Department must publish reports on its website for 5 years after submission and hold annual higher education supplier diversity workshops in February starting in 2016.
