Health care facilities must develop a policy to encourage participation of minority-owned, women-owned, veteran-owned, and small business enterprises in capital projects.

Health care systems may develop a single system-wide policy to satisfy this requirement across all facilities in the system.

Facilities must develop their policy within 6 months of the effective date of this act.

Exemptions apply to facilities with 100 or fewer beds, facilities in counties with populations under 3,000,000, and facilities owned or operated by local, state, or federal government.

"Health care facility" is defined according to the Illinois Health Facilities Planning Act.
