Expands the Law Enforcement Camera Grant Fund to allow grants for purchasing and supporting video cameras for law enforcement, in addition to installation in vehicles.

Broadens training requirements to include general officer training, not just training on camera operation.

Replaces all references to "videotape" and "tapes" with "video records" and "video recording" throughout the statute.

Eliminates expired grant application deadlines (January 1, 2007-2011) and removes provisions for transferring $1,000,000 to the Traffic and Criminal Conviction Surcharge Fund on June 1, 2015.

Creates new prohibition stating that moneys in the Law Enforcement Camera Grant Fund may not be appropriated, assigned, or transferred to another State fund, effective immediately.
