Amends Section 12-201 of the Illinois Vehicle Code to allow drivers of all motor vehicles, including motorcycles, to modulate their headlamp between high and low brightness at any time to signal oncoming drivers.

Permits headlamp modulation to alert other drivers to the presence of a hazard, police officer, or radar speed detection area.

Clarifies that motorcycles may use headlamp modulation as an alternative to continuously displaying a lighted lamp while operating on Illinois highways.

Maintains existing requirements for other motor vehicles to display at least two lighted headlamps, tail lamps, and registration plate illumination during specified conditions.
