Amends the Lobbyist Registration Act by adding Section 4.6 to establish conflict of interest procedures for lobbyists.

Requires lobbyists to file a written statement with the Secretary of State describing procedures for handling situations where representation of a client creates a conflict of interest, filed at time of annual registration.

Defines "conflict of interest" as circumstances where representation of one client is directly adverse to another client, or where representation of one or more clients may be materially limited by the lobbyist's responsibilities to another client or personal interest.

Prohibits lobbyists from representing a client when a conflict of interest exists, except as otherwise provided in the agreement between the lobbyist and client.

Exempts from these requirements any lobbyist activity governed by the Illinois Rules of Professional Conduct of 2010 of the Illinois Supreme Court, though such lobbyists must file a statement declaring this exemption.
