Prohibits Illinois legislators from negotiating employment with lobbying entities during their current term of office if those entities actively lobby the General Assembly.

Prevents former legislators from engaging in paid lobbying with General Assembly members for one year after leaving office, though unpaid lobbying remains permitted.

Amends the State Officials and Employees Ethics Act to maintain existing "revolving door" restrictions on former state employees accepting employment from entities they regulated or awarded contracts to within one year of leaving office.

Requires executive branch officials to adopt policies identifying state positions involved in contract awards or regulatory decisions, and establishes an inspector general review process for post-employment notifications.
