Prohibits law enforcement officers from searching or inspecting a motor vehicle, its contents, the driver, or a passenger based solely on the driver's or passenger's consent to the search.

Permits searches of motor vehicles and occupants only under three circumstances: (1) pursuant to a valid search warrant, (2) incident to a lawful arrest under specified conditions, or (3) when the officer has probable cause that an offense or ordinance violation has been committed.

Prohibits searches or inspections of motor vehicles, contents, drivers, or passengers based solely on a violation of Section 12-603.1 of the Illinois Vehicle Code.

Amends Section 108-1 of the Code of Criminal Procedure of 1963 to establish new restrictions on warrantless vehicle searches.
