Amends Section 2-115 of the Illinois Vehicle Code regarding Secretary of State investigators who enforce motor vehicle laws and motor carrier regulations throughout the state.

Changes mandatory retirement age from 60 years old to 65 years old for Capitol Police Investigators employed on or after January 1, 2011, while maintaining the 60-year-old retirement age for other investigators.

Requires the Secretary of State to issue distinct badges to investigators and peace officer employees that clearly identify authorization by the Office of the Secretary of State and contain unique identifying numbers.

Authorizes the Secretary of State to maintain commercial checking accounts for purchasing evidence and employing persons to obtain evidence, with account balances and individual checks capped at $5,000.

Directs all fines, forfeited moneys from drug and cannabis offenses, and court-ordered restitution for violations to be deposited into the Secretary of State Evidence Fund for use in investigative purposes.
