Requires community colleges to develop and grant associate degrees for transfer (Associate of Arts or Associate of Science) aligned with Illinois Articulation Initiative standards, effective fall 2016-2017 academic year.

Guarantees admission and junior status at state universities for community college students who earn an associate degree for transfer with a minimum 2.0 GPA, complete lower-division prerequisites, and meet major-specific admission requirements, subject to program capacity.

Limits state universities to requiring no more than 60 additional semester units beyond lower-division requirements for students transferring with associate degrees for majors requiring 120 total units, and prohibits requiring repetition of articulated courses.

Directs the Board of Higher Education to report on implementation by May 31, 2017, and within 4 years to assess student transfer rates, completion rates, time-to-degree, and effectiveness of articulation agreements between community colleges and state universities.

Exempts the state from providing reimbursement to community colleges for implementation costs, treating the mandate as part of normal program development and degree issuance activities.
