Amends the Counties Code Section 6-1001 to require county boards to hold a public hearing on the annual budget at least 10 days prior to final action.

Public hearing requirement applies after the budget has been made available for public inspection for at least 15 days.

County board or board of commissioners must take budget votes by ayes and nays with results entered into the meeting record.

Maintains existing provisions regarding budget fiscal periods (typically one year) and the timing of appropriation termination based on county population.
