Allows the Cook County State's Attorney or their designee to serve on the board of governors for the Office of the State's Attorneys Appellate Prosecutor, rather than requiring the Cook County State's Attorney to serve personally.

Permits the Director to contract for or employ part-time investigators in addition to full-time investigators for the Office.

Allows investigators to exercise peace officer powers without prior contact and cooperation with local law enforcement when such contact would compromise an investigation involving their personal involvement.

Authorizes the Director to issue shields or distinctive identification to employees who do not exercise peace officer powers if necessary for carrying out their duties.

Extends the deadline for the board to allocate county shares of expenses from 30 days to 90 days after appropriation becomes law.
