Amends the Illinois Youthbuild Act to expand grant-making authority from only the Secretary of Human Services to five state departments: Department of Juvenile Justice, Department of Commerce and Economic Opportunity, Department of Corrections, Department of Transportation, and Department of Human Services.

Authorizes these five departments to make grants to applicants for Youthbuild programs, subject to appropriation.

Maintains all existing Youthbuild program requirements including housing acquisition/rehabilitation, integrated education and job skills training, counseling services, leadership development, stipends at minimum wage, and job placement assistance.

Takes effect immediately upon becoming law.
