Requires each law enforcement agency (Department of State Police, county sheriffs, and municipal police departments) to implement and operate body-worn camera systems by January 1, 2018.

Department of State Police must establish a model policy or guideline for body-worn camera systems by July 1, 2017, which all agencies must follow.

Defines "body-worn camera system" as an electronic system for creating, storing, and processing audiovisual recordings worn by law enforcement officers.

Applies mandate to law enforcement officers assigned to maintain public order or make arrests, excluding detectives, laboratory employees, public relations officers, liaisons, and agency attorneys.

Permits police forces not required by this Act to voluntarily implement body-worn camera systems if they comply with the Department of State Police's model policy or guideline.
