Counties may establish standards for wind farms and electric-generating wind devices, including height and density limits, and regulate siting in unincorporated areas and within 1.5 miles of municipalities' zoning jurisdictions.

Municipalities may regulate wind farms and electric-generating wind devices within their zoning jurisdiction and within 1.5 miles surrounding their zoning jurisdiction.

Both counties and municipalities must hold at least one public hearing no more than 30 days before a siting decision, with notice published in newspapers of general circulation.

Counties and municipalities may allow test wind towers to be sited without formal approval; test wind towers must be dismantled within 3 years of installation and are defined as towers designed solely to collect wind generation data.

Counties may not require wind towers or renewable energy systems used exclusively by an end user to be set back more than 1.1 times the height of the system from the property line.
