Amends Section 14 of the Illinois Public Labor Relations Act concerning disputes involving security employees, peace officers, and fire fighters.

Makes a technical change removing the word "the" before "case of collective bargaining agreements" in subsection (a).

Applies to mediation and arbitration procedures for collective bargaining agreements and disputes involving security employees, peace officer units, and fire fighter or paramedic units of public employers.

Preserves existing arbitration procedures including mediation timelines (30 days before agreement expiration or 15 days notice for initial agreements), arbitrator selection processes, and hearing procedures.

Maintains restrictions on arbitration scope for peace officers and fire fighters, including limitations on decisions regarding residency requirements in municipalities with populations of 1,000,000 or more, equipment type, manning levels, and use-of-force criteria.
