• Extends the deadline for State grant-making agencies to implement required policies and procedures from July 1, 2015 to July 1, 2017, with agency rules taking effect by December 31, 2016.

• Establishes a Grant Accountability and Transparency Unit within GOMB to provide technical assistance, fund operations through administrative charges to grants, and approve exceptions to Act requirements.

• Changes the repeal date of the Act from 5 years after enactment (July 16, 2019) to July 16, 2020.
