Amends the Illinois Controlled Substances Act to add canine odor detection services to the list of activities requiring Department of Financial and Professional Regulation registration.

Persons engaged in canine odor detection services must obtain registration and may possess and engage in such services only to the extent authorized by their registration.

Adds holders of temporary medical licenses (issued under Section 17 of the Medical Practice Act of 1987) to the list of persons exempt from registration requirements, allowing them to possess, order, administer, and prescribe controlled substances within the scope of their temporary license.

Maintains existing exemptions for the Department, licensed facilities, veterinary hospitals and clinics, and State-supported or publicly funded universities and colleges from registration requirements.

Takes effect upon becoming law.
