Reduces notice period for laying off educational support personnel from 90 days to 30 days written notice when school boards contract with third parties for non-instructional services.

Eliminates eight conditions previously required for third-party contracting, including restrictions on contracting during collective bargaining agreements, cost comparisons, public hearings, and background check requirements.

Removes requirements that third-party contractors provide liability insurance comparable to school board coverage, benefits packages comparable to school employees, and criminal background information.

Simplifies the contracting process by allowing boards of education to enter contracts with third parties for non-instructional services currently performed by employees without the detailed bidding and review procedures previously mandated.

Takes effect immediately upon becoming law.
