Authorizes Gray Township in White County to transfer monies from its general assistance fund to its general township fund by resolution or ordinance within one year of the Act's effective date.

Transfer is permitted only if the township receives no State funding for general assistance, has not borrowed or issued anticipation warrants for general assistance administration in the previous 3 fiscal years, and did not certify a new or increased levy during calendar year 2015.

Requires the general assistance fund to retain either the previous fiscal year's general assistance expenditures or 0.10% of the township's total equalized property value, whichever is greater, after any transfer.

Stipulates that transferred monies shall not be counted when determining the township's eligibility for State supplemental public aid funding under the Illinois Public Aid Code.

Takes effect January 1, 2016.
