Amends the Illinois Public Aid Code to establish gross income eligibility standards for the Supplemental Nutrition Assistance Program (SNAP), subject to federal approval.

Sets the gross income eligibility threshold at 165% of the nonfarm income poverty guidelines prescribed by the Office of Management and Budget for all households except elderly, blind, or disabled households.

Establishes categorical eligibility for elderly, blind, or disabled households if their gross income is at or below 200% of the nonfarm income poverty guidelines.

Takes effect January 1, 2016.
