Removes requirement to file the annual Public Utilities Commission report with the Public Counsel, while maintaining filings with the Joint Committee on Legislative Support Services, Governor, and public availability.

Adds new reporting requirement for the Commission to include a summary of solar photovoltaic system adoption by residential and small business consumers in Illinois and describe barriers to financing, installation, and valuation of energy produced by solar systems.

Requires electric utilities, alternative retail electric suppliers, and distributed generation installers to provide all information requested by the Commission necessary to complete the solar energy analysis.

Amends switching supplier provisions to clarify that early termination fee caps ($50 for residential, $150 for small commercial customers) apply only to electric service termination and do not apply to charges for devices, equipment, or other services.

Takes effect upon becoming law, with Section 10 conditional on House Bill 3766 of the 99th General Assembly becoming law in its passed form.
