Creates a School Security and Standards Task Force within the State Board of Education to study school security, make recommendations, and draft minimum standards for safer learning environments.

Task Force membership includes 14 members: four parent-legislators appointed by Senate and House leaders, four parent members of the public, and representatives from the State Board of Education, State Police, sheriffs, police chiefs, firefighters, regional superintendents, principals, school boards, security consulting, and architecture/engineering professions.

Task Force shall gather information on current school security, receive testimony from experts, create minimum security standards covering physical structures, staffing, communications, equipment, monitoring systems, policies, and emergency procedures, and develop a model security plan policy.

Task Force must submit a report to the General Assembly and Governor by January 1, 2016 on recommended legislative changes, and a report to the State Board of Education by July 1, 2016 on model security policies.

Amends dyslexia provisions by renumbering Section 2-3.160 to 2-3.161 and extending the deadline for the reading instruction advisory group to complete its work to December 15, 2015; Task Force abolished and section repealed on July 2, 2016.
