• Establishes the Insurance Verification Advisory Council composed of representatives from the Department of Insurance, insurance industry associations, and other stakeholders to oversee system implementation and operation.

• Requires insurers to provide insurance data to the verification system and assess a $1 fee on all motor vehicle policies issued in Illinois to fund the system through the Insurance Verification Fund.

• Imposes a business offense fine of up to $5,000 on insurers who willfully fail to provide required information, with civil and administrative immunity for insurers making good faith compliance efforts.

• Modifies uninsured motorist violations to suspend both vehicle registration and the owner's driver's license regardless of whether insurance is obtained later or vehicle ownership is terminated; requires $100 reinstatement fee and 3 years of proof of financial responsibility.
