IL SB1364

Creates the Research Dogs and Cats Adoption Act requiring Illinois institutions of higher education and public-funded research facilities to offer dogs and cats to animal rescue organizations before euthanizing them for non-research purposes.

Defines "research facility" as public-funded higher education institutions or facilities conducting collaborative research with such institutions that confine dogs or cats for scientific, educational, or research purposes.

Allows research facilities to enter into agreements with animal rescue organizations to protect themselves from liability related to the adoption offer.

Provides immunity from civil liability to research facilities that provide dogs or cats to animal rescue organizations in good faith.
