• Creates the Healthy Local Food Incentives Fund as a special fund in the State treasury to support a program doubling the purchasing power of SNAP benefits at farmers markets for eligible fruits and vegetables.

• Department of Human Services shall grant $500,000 annually (subject to appropriation) to a qualified Illinois nonprofit organization to distribute funds to participating farmers markets for matching dollar incentives on SNAP purchases.

• Eligible foods include fresh, canned, dried, or frozen whole or cut fruits and vegetables without added sugars, fats, oils, or excess salt, as defined by the federal Food Insecurity Nutrition Incentive Grant Program.

• Designated nonprofit organization must demonstrate track record in building statewide networks, designing healthy food incentive programs, managing fund distribution, providing technical assistance to farmers markets, and conducting community outreach and data collection.

• Section automatically repeals on June 30, 2019; Department of Human Services must adopt implementing rules by December 31, 2017; designated organization must submit annual progress reports on participating markets, fund distribution, SNAP transactions, and program impact.
