Amends Section 5-5.02 of the Illinois Public Aid Code regarding hospital reimbursement for inpatient services under Medicaid.

Adds a new category (6) of Illinois acute care hospitals eligible to receive inpatient adjustment payments from the Department of Healthcare and Family Services.

Qualifies hospitals with a Medicaid Inpatient Utilization rate of at least 33% and total Medicaid inpatient days exceeding 30,000 as calculated in the annual DSH, MHVA, and MPA program determinations.

Adjustment payments are calculated based on each hospital's Medicaid inpatient utilization rate using a tiered formula ranging from $25 to $90+ per day depending on utilization levels.
