Creates the Commission on Police Professionalism to review law enforcement training, certification, and professional standards in Illinois.

Commission composition includes four legislative members, five active duty officers from certified bargaining units, state police director, law enforcement training standards board executive director, and directors from statewide law enforcement organizations and unions.

President of Senate and Speaker of House each appoint a joint chairperson; Law Enforcement Training Standards Board provides administrative support.

Commission shall review current training and certification processes, duties of various officer types, standards for badges and identification, and whether law enforcement officers should be licensed.

Commission must submit findings and legislative recommendations to General Assembly and Governor by March 31, 2016; commission is repealed April 1, 2016.
