SB1387 Summary

• Repeals the Illinois Health Facilities Planning Act and abolishes the Health Facilities and Services Review Board effective January 1, 2016.

• Transfers functions previously held by the Board under the Health Care Worker Self-Referral Act to the Department of Public Health.

• Removes references to the Board and the repealed Act from multiple Illinois statutes, including the Open Meetings Act, State Officials and Employees Ethics Act, and various health care licensing acts.

• Creates a Center for Comprehensive Health Planning within the Department of Public Health to conduct health resource assessments, develop comprehensive health plans, and make biennial recommendations regarding health service needs.

• Transfers rulemaking authority regarding health care worker self-referrals from the Health Facilities and Services Review Board to the Department of Public Health.
