State Board of Education shall annually confer with Illinois Community College Board and Department of Employment Security to identify industries and occupations facing workforce shortages or lacking adequately trained entry-level workers.

State Board of Education and Illinois Community College Board shall approve industry-recognized certification programs designed to address identified workforce shortages.

Beginning in the 2016-2017 school year, school districts and community college districts receive annual incentive grants of $1,000 per pupil who obtained a high school diploma or technical education diploma after successfully completing an approved certification program.

If appropriated funds are insufficient to pay full grant amounts, the State Board of Education shall prorate payments among eligible school districts.

Act takes effect July 1, 2016.
