Creates the Firearms Registration Act requiring every person in Illinois to register each firearm they own or possess with the Department of State Police.

Requires registration applicants to provide detailed personal information including background history, photographs, fingerprints, and firearm specifications; applications expire annually and must be renewed.

Makes it a Class 2 felony to sell or transfer ownership of a firearm without complying with registration requirements; specifies various other felony and misdemeanor penalties for violations.

Provides exemptions for law enforcement, military personnel, licensed dealers, nonresidents participating in lawful hunting/sporting activities, persons under 18 under direct supervision, and other specified categories.
