Amends Section 12-215 of the Illinois Vehicle Code to regulate oscillating, rotating, and flashing lights on motor vehicles by color and vehicle type.

Adds "recycling" to the list of amber flashing light exceptions for trucks equipped with self-compactors or roll-off hoists, expanding the authorization beyond garbage and refuse hauling.

Permits propane delivery trucks to display amber oscillating, rotating, or flashing lights under specified conditions.

Maintains existing restrictions on red, white, blue, and amber flashing lights while specifying when authorized vehicles may activate them (emergency response, active service, or at emergency scenes).

Establishes criminal penalties including Class 2 felony charges for unlawfully using these lights to stop or detain another person, and Class A misdemeanor charges for other violations.
