Amends the Public Utilities Act to allow alternative retail electric suppliers to seek confidential treatment for specific reporting information filed with the Commission, including annual kilowatt-hours delivered, peak demand supplied, and good faith estimates of utility billing obligations, with confidentiality lasting 2 years from filing.

Establishes an affidavit-based process for confidential treatment where suppliers must file contemporaneously with the information, clearly identify what confidentiality is sought, and submit both confidential and public versions of documents to the Commission.

Allows the Commission to reconsider confidential status through formal petition or its own motion, and permits the Commission to investigate the continued applicability of the confidentiality process and potentially remove items from eligibility by order.

Extends the same confidential treatment process to alternative gas suppliers for reporting total annual dekatherms delivered and sold to residential and small commercial customers by utility service territory during the preceding year.

Permits alternative retail electric suppliers and gas suppliers to file additional petitions with the Commission for confidential treatment of information beyond that specified in the statute or for other reports and documents filed with the Commission.
