State Board of Education shall establish academic standards for state assessments with mandatory public participation and comment periods before finalizing standards.

Annual assessments required in English language arts and mathematics for grades 3-8 beginning in 2014-2015 school year, and in science at one grade each in grades 3-5, 6-8, and 9-12 beginning in 2017-2018 school year.

Secondary education students must take no more than 3 assessments in English language arts and mathematics, with at least one including a college and career ready determination accepted by Illinois public higher education institutions for admissions purposes.

Students unable to obtain college and career ready determination may be exempted from regular high school diploma requirements if they have individualized education programs identifying assessments as inappropriate, are in adult education, are English language learners in the U.S. less than 12 months, or meet other state-identified exemptions.

State Superintendent shall appoint a committee of up to 21 members including parents, teachers, administrators, and assessment experts to continuously review assessment content, design, costs, and results, with authority to make periodic recommendations to the State Superintendent and General Assembly.
