Creates the Military Prior Learning Assessment Task Force within the Board of Higher Education to study how to recognize military learning for academic credit, industry credentials, and college degrees.

Task Force comprises 14 members including representatives from the Board of Higher Education (chair), Illinois Community College Board, Department of Veterans' Affairs, Illinois Student Assistance Commission, four General Assembly members, three faculty representatives, two college presidents, and representatives from the State Fire Marshal's office and nonprofit organizations.

Task Force shall examine Prior Learning Assessment history, best practices in other states, current Illinois policies, quality standards for assessing military learning, alternative credit-awarding methods, credit transferability, and industry credential recognition.

Task Force must submit findings and recommendations to the Board of Higher Education, Illinois Community College Board, Illinois Student Assistance Commission, State Board of Education, Department of Veterans' Affairs, General Assembly, and Governor by December 1, 2016.

Members serve without compensation or expense reimbursement; the Board of Higher Education provides administrative support; Task Force automatically repeals December 1, 2017.
