Extends the repeal date of Section 7-604 of the Illinois Vehicle Code from December 31, 2015 to December 31, 2016

Maintains the Secretary of State's authority to verify liability insurance coverage through random samples of motor vehicle registrations and owners

Allows the Secretary to conduct verification of accident-involved vehicles and to target sampling of owners with prior insurance violations or suspended registrations within the preceding 4 years

Requires vehicle owners to respond within 30 days to Secretary verification requests with proof of insurance or face presumption of violating insurance requirements

Prohibits random sampling selection based on race, color, religion, sex, national origin, ancestry, age, marital status, disability, economic status, or geography
