• Amends the State Comptroller Act to authorize the Comptroller to provide additional payroll services beyond basic requirements to all State agencies and legislative and executive constitutional officers.

• Allows the Comptroller to establish a fee schedule by rule for these additional payroll services to recover costs of furnishing services and maintaining computer networks and software.

• Requires all fees collected for additional payroll services to be deposited into the Comptroller's Administrative Fund.
