Renumbers Section 2-3.167 to 2-3.168 of the School Code to establish the Advisory Council on At-Risk Students within the State Board of Education.

Defines "at-risk students" as those receiving services through Medicaid, Supplemental Nutrition Assistance Program, Children's Health Insurance Program, Temporary Assistance for Needy Families, or under legal custody of the Department of Children and Family Services.

Creates a 40+ member advisory council including 4 legislative members, 18+ appointed members from various education and advocacy organizations, 3 parent members, and members with research expertise and experience with at-risk youth.

Requires the Council to submit an initial report by December 15, 2017, and annual reports thereafter addressing barriers to success, academic performance, effective programs, and policy recommendations for at-risk students in school districts with majority-minority student populations.

Specifies council operations including member terms of 1-3 years, election of chairperson, compliance with Open Meetings Act, and administrative support from the State Board of Education and Chicago School District 299.
