SB1519 - Illinois Election Integrity Act

• Creates comprehensive election audit requirements including mandatory 10% election day audits of votes cast for statewide, countywide, federal, and certain municipal races with over 50,000 registered voters.

• Establishes parallel independent audits conducted by licensed public accounting firms with performance bonds equal to $1 per registered voter, with initial results due within 72 hours and operational reports within 21 days of polls closing.

• Requires optical scan and direct recording electronic (DRE) voting systems to meet federal Election Assistance Commission standards and independent testing authority requirements; mandates paper ballots available to early voters using DRE systems.

• Creates the Illinois Election Integrity Fund as a special treasury fund administered by the State Board of Elections, funded through income tax checkoffs (minimum $3) and voluntary contributions to pay for election audits.

• Amends Illinois Income Tax Act to require the Department of Revenue to print a provision on standard tax forms allowing taxpayers to contribute to the Election Integrity Fund starting with taxable years ending December 31, 2015.
