Increases minimum sentence for armed habitual criminal from 6 years to 10 years and maximum from 30 years to 45 years.

Enhances penalties for unlawful use or possession of weapons by felons, aggravated unlawful use of a weapon, and unlawful possession of firearms by street gang members.

Makes unlawful sale or delivery of firearms on school premises, school conveyances, or public housing residential property a non-probationable Class 3 felony with 2-5 year mandatory prison sentence.

Makes use of a stolen firearm in commission of a forcible felony a non-probationable Class 2 felony with mandatory 3-7 year prison sentence.

Sets maximum 10-year sentence for unlawful sale or delivery of firearms to felons or for possession of stolen firearm.
